EA82 electric fan question
Thank you for your Kind Words. In the Carbureted EA82's the A/C system has a vacuum line coming from the intake manifold to an electric switch, located close to the two A/C Relays in the engine's bay; that switch sends vacuum via another vacuum hose to an accelerator actuator next to the accelerator's cable plate, every time the A/C is turned on... and thus explains how the RPM's raises everytime the A/C is On. Somehow I'm not sure right now how that configuration changed for the EFi EA82's ... however you can search for vacuum hose(s) unplugged, cracked or missing around those areas. Kind Regards.

EA82 electric fan question
There is a "Main" A/C Relay inside and is prone to fail with age, look for photos here: ~► http://www.ultimatesubaru.org/forum/topic/87523-how-to-swap-the-old-roundie-relays-with-standard-bosch-relays/ Kind Regards.

Anaerobic Sealant - Gas Resistsnt?
Well, in my Case, I used the Traditional thick paper gasket, previously smeared in Shellac, which is Gasoline Resistant, on both sides, and that thing works awesomely Perfect, plus is fast and easy to do, also it doesn't need any time to cure, just smear, put and go... I've used gasketless seals on transmission's oil pans, smearing Mega Grey or Ultra Grey Silicones with great results; but the kind of gasketless sealing you're doing on the Carb, is something new for me. I hope it will work fine for you, and that it will last many time... Kind Regards.

Parking lamps come on with brake pedal (LED swap)
If not mistakenly placed 1156 instead of 1157... I bet that there is a short circuit between the two contacts, inside the mere socket. Kind Regards.

Yes, I believe so. When you did the Weldings, are you Sure that no wire got melted? ... If not, then you might start tracking those wires... Maybe there are some crossed connections, some wires has similar plugs. Kind Regards.

A/C woes
Assuming that your car is an EA82, (There is not enough background info) Yes, look for a Worn "Main" A/C Relay, under the Dashboard, up above the internal Fusebox Area. More info & Photos, here: ~► http://www.ultimatesubaru.org/forum/topic/87523-how-to-swap-the-old-roundie-relays-with-standard-bosch-relays/ That relay sends the Power signal to the Two relays outside, on the engine's bay, for the Fan and the A/C Clutch. Kind Regards.

Honestly, if the Fuel Pump is getting bad, it could left you stranded in the Middle of Nowhere, so your only "Cheap" alternative to a Genuine, brand New Subaru Fuel Pump, was already pointed by MilesFox: Use one for a Dual Tank Ford, it also is External and could come from a Junk Yard Car. Kind Regards.
