My White Wagon is "Acting" identical... To do a Fast Fix -for example, while in a trip- I Just park the car and turn the Steering to the Right, then, with my Hand I Pull the e-Brake Stick behind the Wheel`s Brake, then it Releases easy, sometimes with a slow "Bum" Sound... The e-Brake has one stick on each front wheel, the Stick connects with the Caliper`s Piston in an "Indirect" Way, thru a Small piece of around 1" X 1" with round corners, and with Triangle shape ( seeing it by the side, `cos its Base is more Thick than its top) So, I Believe that small Piece has now enough Wear to Slip to one Side and I Believe That`s Why the Brake Remains Pushed even when you Lower the e-Brake Handle. For Now I am not Using the e-Brake, to prevent that Problem... (I have a Medium Triangle Shaped Stone of around two Pounds, in the Subie`s Back, just in Case I Need to Park it in a Downhill where nothing can Stop it; If I Park it near the SideWalk, I Turn the Wheel, so the Sidewalk`s Side Stops it) I Suggest to Check the e-Brake Parts and Change the Worn ones. If you have Problems with your Dual Carb Setup, I Suggest to Swap the Intake Manifold with a Single Carb One, from a EA82 and Install there a 32/36 Weber Carb. It will Simplify your Engine while make it More Powerful.

Some time ago, I Took my White Wagon to a Nice Road Trip, from San Pedro Sula City, to Tegucigalpa City, I Filled Up the Tank with Regular Fuel to the Very Top, reseted the Mile Counter at the Dash to Zero and... Drived Alone! (The Car was Light Weighted) and I Was Driving very Slow due to Heavy Traffic (is the Panamerican Road) so I Hardly reached the Speed of 45 Miles per Hour... Then, when I Arrived, I Went Inmediately to a Gas Station and Refilled the Tank with Regular Again. and done the Math, calculating Fuel & Mileage. This are Some Characteristics of my White Wagon: Subaru Loyale 1985 Wagon EA82 with 32/36 Weber Carb, FreeFlow Exhaust (Means no "Y" Pipe Filter, Cathalitic Converter, etc...), Faster Vacuum Advance at the disty, NGK BPR6EY11 Spark Plugs, Accel Hi-Vibration Coil, No Thermostat on Cooling System with Double Row "Made in Honduras" Huge Radiator, and Lots of other Minor Changes... With Over 270,000 Miles and Counting, and 205/60 ZR 13" Tires... etc. My Subie Did: Total Distance: Around 170 Miles. The Subie did around 36 Miles per Gallon (around 57 Kilometers per Gallon) in "Highway" ... That Road is Plenty of Up & Down Hills, Potholes, Many Curves, etc... The Other Face: The Trip Back with the Subie Fully Loaded (5 People Counting Me + Luggages) and "Running" at around 55 MPH Cruise Speed (by Night Time the Road has Much Less Traffic): The Subie did around 28 Miles per Gallon (around 44.5 Kilometers per Gallon) in that "Highway" ... In the City, it Does an Average between 24 «to» 27 Miles per Gallon... Depends on Traffic. I`ve Never Measured the Yellow Wagon Yet...

if you Don`t have any HeadLamps, you can Try to Swap there HeadLamps from Other Car... Not Only Subies, see: I Saw this "Work in Progress" Long time Ago in one of my Countrie`s Streets, it Could be a Great Idea, Specially if you could find H.I.D. HeadLamps!

Yes, Fuel Filter... Also I Suggest to Check the Timing... My EA82 Wagon was Acting like That, I Changed Fuel & Air Filters... it Helped, but Moving the Time Forward a Li`l Bit, fixed that Problem Completely. Good Luck!

Try with another Relay... if it Works, Fine. If not, seach for Cutted Wires under the Seats... or Around... Accidentally we can Pull and Damage some Wires. But if You`re Sure that the Problem is the Relay, and you can not Find the Right Replacement, you can Swap there a Bosch Standard Relay.
