Intermittent wipers not working
Sorry for Resurect an Age Old Thread, but Since I have the Same Problem in my Bumble Beast and I Searched here without finding the Right Answer... I Have the Same Problem, All Speeds Work except for the intermitent... My 1985 EA82 Weberized Wagon (Bumble Beast) has the Wipers Switch on the Dashboard, not on the Steering Wheel's Column. Has anyone Solved this Problem? Kind Regards.

I Believe that 185/85/13" could be too Tall... Could Rub the Fenders in certain Curves. I Used 205/60 R13 flawlessly on the Subaru EA82 Wagon, on Subaru steelies, mags and Aftermarket wheels; here is a Comparison Side by Side Between 185/70 R 13 and 205/60 R 13, the 205 is the Fat one on the left; Both has the Same Tallness: Kind Regards.

Oil Usage 85 GL E82
The PCV System might be Sucking some amount of Oil. How many Miles has that EA82? I Solved the Oil on PCV System using an Oil Catch Can: http://www.ultimatesubaru.org/forum/showthread.php?t=118239 But Also it might be Leaking Oil over the Exhaust System... I Kindly Suggest to Check for Leaks on the Engine, and Check your PCV System for Oil on it. Kind Regards.

Those EA82's Takes a Little bit Less Restrictive Exhaust Very Good! ... I Run my Weberized EA82 with a Catless "Y" Pipe since 1993 without any Problem, also it seems to Help the engine to gain a Little extra acceleration. Kind Regards.

Frustrating 85 GL Wagon
Your EA82 Still have its Original Craptachi -Hitachi- Carb? if so, it sounds like the Primary Stage on the Carb if Clogged / Failing Somehow... Vacuum Leak? But if your EA82 Runs "Flawlessly" as you wrote, only after Half Throtle, you Must know that it is the Point where the Secondary Stage of the Carb Opens... and pick up Power. I Kindly Suggest to Check your Carb for Loose Screws, Vacuum Leaks... and Clean it. if the Craptachi carb gives you those Headaches, I Suggest you to Swap a Weber instead. Kind Regards.

Well... in inches, Those are 3/16" ... seems to be Equivalent to 4.76 mm; so I Suggest to Use 5 mm Vacuum hose. http://www.trueknowledge.com/q/convert_3/16_inches_to_mm

my vacuum is 20 but have tohave my mixture screw all the way in or it runs rough
The Idle Speed Adjustment Screw. I Believe that your carb has a Vacuum Leak...

Radiator questions.
Here, a Radiator Shop will be able to Swap the Cracked Plastic tanks with Metallic ones (Either Brass or Aluminium) and that's Cheap. I Wonder if there isn't a Radiator Shop nearby you that could do that on your Radiator? Kind Regards.

Interesting engine
Well... I Found that info Long time ago on internet, somehow it said that the Safari Twin Carb setup was an Option for the 4X4 Dual Range only, also that it was Sold in Australia and very few other Places. Since you're from Australia, you can investigate further... The Picture of the Quad (Spider) intake EA81 Looks like a Custom made intake for the EA81 with that heads intended to run Twin carbs. Could you post more info about that? Kind Regards.
