Exhaust valves leaking? Seems odd to be all four though.

Take out the screw in the handle (under the plastic cover) pry off at the bottom (towards you) Then lift up once the door panel is free from the door

Only source for new is Subaru. Try ebay for used.

The 99's Legacy and Outbacks seemed to have this issue. May want to read the link I posted for a fix.

Take it to another dealer and ask for an oil consumption test. If it burns more than 1/3 qt or 10.7 oz quart in 1200 miles they will put in a new short block under warranty. This is a well known issue and Subaru issued an extended warranty for the FB engine. How often do you change your oil and what oil do you use?

Starter is a definite possibility since it dims (meaning the starter is being energized but not rotating. Remove the starter and take it to a chain auto parts store and they can test it for free. Much better option than an ECU.

Clear the codes and see which ones come back first. The misfires and knock sensor codes could be causing your issues. Manual or Auto? I had the P1507 and it was related to the Neutral switch (MT).

Where did you buy your struts from? KYBs (OEM supplier) are like $60 each from Rock Auto. Yes they are more expensive than $15 shock absorbers.

I put a JDM EJ201 into my '03 Forester and swapped the Camshaft/Crankshaft gears and applicable sensors over. Started right away and runs like a champ. Used my original Intake Manifold/wiring harness.

I usually turn my key to ON and wait until the fuel pump shuts off before I start my car. Works everytime.

Try calling the Service Department and ask to speak to one of their techs. They may be able to give you an idea if that is correct.

That's a fair way to offer a reasonable price. Way more that you would get from a dealer on a trade in (maybe $500)
